Supervisors approve reduced appropriation for legacy business registry, place item on budget committee reserve

Supervisor Mark Farrell, chair of the San Francisco Board of Supervisors Budget and Finance Committee, on April 13 presided as the committee approved an amended supplemental appropriation to fund a legacy business registry and a historical preservation fund administered by the Office of Small Business.
The committee amended an ordinance originally described as appropriating approximately $343,389 from the general reserve for grants and related administrative costs to instead appropriate $306,250 after the Budget and Legislative Analyst recommended deducting $37,109 in salary savings. Deborah Newman of the Budget and Legislative Analyst's office told the committee, "we are recommending that those funds, which is 37,109, be deducted from the current supplemental appropriation," and recommended approval of the appropriation "as amended, of course, as a policy decision for the Board."
Supervisor Ewing moved to adopt the amendment per the analyst's recommendation and to place the item on budget committee reserve; Supervisor Katie Tang seconded the motion. Chair Farrell called the motion and took it "without objection." The committee did not record a roll-call vote in the transcript.
Committee members heard no public comment on the item; Chair Farrell opened public comment and then stated, "Seeing none public comment is closed." Newman noted that the Office of Small Business director had told the committee she had sufficient salary savings to fund a new position and that the item had been heard at the full Board the day before and "will be subject to 1 more meeting."
Other routine business: the committee agreed to excuse Supervisor Kim from the day's meeting on a motion that was seconded by Supervisor Norman Yee and likewise taken "without objection." Chair Farrell then adjourned the meeting.
The item will remain on budget committee reserve and return for at least one additional committee meeting or action by the full Board, per the analyst's comments.
