Committee approves release of about $5.18 million from public health reserves for ambulatory care salaries

The San Francisco Budget & Finance Committee on Wednesday approved releasing a portion of reserve funds for the Department of Public Health to cover ambulatory care salary and fringe costs.
Greg Wagner, identified in the record as the department’s chief financial officer, said last year roughly $8.5 million in salaries was placed on reserve during a transition in ambulatory care programs. The department asked the committee to release about $6.0 million; after analysis the Budget and Legislative Analyst and committee counsel recommended releasing $5,176,808 and returning the remaining reserve balance to the general fund.
Committee attorney Mr. Rose told the panel the analyst’s projection reduces the requested release by $861,566 compared with the initial $6,038,374 request and recommended approval of the smaller amount. The attorney added staff will work with the controller to determine what portion of the reserves is free and clear and report back to the committee.
There was one brief public comment that did not directly address the reserve request. Committee members approved the analyst recommendation and also voted to "file" the item for the record; both actions were taken without objection.
