The Budget & Finance Committee took action on several agenda items on Feb. 24. Key outcomes:
Item 1 — Motion to file (proposed 1% transient occupancy/hotel tax to fund housing programs addressing family homelessness): Clerk introduced the ordinance and motion to file the item was made by Supervisor Tang and taken without objection; the item will appear on the March 1 Board of Supervisors agenda.
Item 2 — SFMTA Tanforan lease for bus-operator training (30 Tanforan Avenue): Continued for two weeks for SFMTA to provide additional cost/operational data (see separate article).
Item 3 — Release of $2,400,000 in committee reserve to fund SFPD body-worn cameras: Motion by Supervisor Tang; approved without objection.
Item 4 — Pacific Gateway concession amendment (SFO Terminal 1 redevelopment): Airport staff sought approval of Amendment No. 5 to extend leases to accommodate Terminal 1 work; the Budget and Legislative Analyst recommended retroactive approval to June 2015 and the committee approved the item as amended.
Item 5 — China Southern Airlines lease at SFO: Airport presented a multi-year lease through 06/30/2021 with estimated rental revenues in the multi-million-dollar range; the committee moved the item forward without objection.
Item 6 — Department of Public Health fourth amendment to contract with the San Francisco AIDS Foundation (HIV prevention services): The department proposed a two-year extension (not to exceed approximately $20.2 million); the BLA recommended a small reduction to $20,231,412 and deletion of the STOP study inclusion; the committee approved the amended resolution.
Item 7 — Authorization of multifamily housing revenue bonds (Columbia Park Apartments, 50 units): The mayor's office of housing presented conduit financing (no recourse to city general funds) not to exceed approximately $13.8 million; the committee approved the resolution and moved it forward for final actions.
All approvals noted here were taken in committee by unanimous consent/without objection unless otherwise specified. Items will appear on the Board agenda or proceed according to administrative processes.
