Committee advances three labor‑agreement amendments to the Board

The Government Audit and Oversight Committee took up three ordinances (items 1–3) on Oct. 3, 2019 proposing amendments to memoranda of understanding between the City and County of San Francisco and multiple bargaining units. Chair Marr invited Carol Eisen, the city's Employee Relations Director, to present the changes.

Eisen said the firefighters’ amendment updates union‑security provisions to reflect the post‑Janus administrative processes the city has developed and corrects surf‑rescue premium citations for firehouse locations agreed in 2018 negotiations. Regarding the laborers’ agreement, Eisen said the parties identified two sections that both sides wanted modified — one covering employee contributions to family medical benefits and the other addressing overtime calculations — and that the controller has deemed those modifications cost‑neutral.

No members of the public spoke on these items during the committee hearing. Chair Marr asked whether the committee could recommend items 1–3 to the full Board without objection; the committee approved the referral and the ordinances were placed on the Board agenda for the Oct. 22, 2019 meeting.
