Committee backs civil grand jury continuity recommendations and asks for process improvements

The Government Audit and Oversight Committee heard a continuity report from the civil grand jury on Sept. 19 that called for stronger follow‑through on prior grand jury findings and recommendations. Nona Russell, chair of the continuity report, said responses are often incomplete or lack implementation timeframes and recommended that the Board adopt an ordinance (by 06/30/2020) and amend Administrative Code section 2.1 to require continued tracking until recommendations reach final status.
Kelly Kirkpatrick of the Mayor’s Budget Office and Mark De La Rosa of the Controller’s Office acknowledged shortcomings in the current process and supported improvements such as standardized response forms and expanded controller reporting. De La Rosa explained that the controller’s office currently gathers department information and issues an annual report on status updates under Admin Code section 2.1.
After public comment from former and current grand jurors urging ongoing continuity, Chair Marr read and the committee adopted amendments recognizing the civil grand jury’s work and committing the Board to continue recommendations until they reach final status. The committee recommended the resolution as amended to the full board and filed the hearing.
