Committee files response saying ADU permit‑fee waivers implemented via ordinance

Supervisor Gordon Marr, chair of the Government Audit and Oversight Committee, told the panel on Sept. 19 that two recommendations from the civil grand jury concerning accessory dwelling units (ADUs) have been implemented via ordinance. The board response notes an ordinance on file No. 190214 that waives permit fees for ADUs applied to single‑family homes and certain multi‑unit buildings.
Supervisor Valley Brown said the ordinance includes limits intended to protect small landlords and exclude larger corporate landlords from the pilot. "This legislation allows one ADU on a property with four existing dwelling units, but an unlimited number of ADUs on a property with a building including five or more dwelling units, or undergoing seismic retrofitting," Brown said during committee discussion.
Chair Marr moved that the committee direct the clerk to update the board responses to the civil grand jury report to indicate that recommendations R2 and R3 have been implemented through the ordinance and to file the hearing. The clerk processed the motion and the committee filed the hearing without objection.
The committee closed public comment on item 1 after hearing no speakers on that specific matter and then proceeded to the next agenda items. The ordinance referenced in the committee's update is on record with the clerk as file number 190214.
