The committee approved a construction cooperative agreement between the City and Caltrans that secures $7.3 million in funding toward the Van Ness Transit Improvement Project and clarifies responsibilities during construction.
Project manager Peter Gavancho described the program’s two primary elements: a bus-rapid-transit (BRT) system along Van Ness Avenue and extensive utility repairs and replacements. The MTA estimates the core transit improvements at roughly $162 million and the full project value at approximately $261 million. The agency reported anticipated benefits of up to 32% travel time savings and up to 50% increased reliability. Staff said construction manager/general contractor delivery is planned and that construction could start in late March or April 2016, subject to permits and Caltrans approvals.
Supervisors asked about funding breakdowns; Gavancho said about $75 million of the transit portion is expected from the federal Small Starts program with the balance from MTA bonds, Prop K, and other local sources. The committee recommended approval and the item will be forwarded to the Board for final action.
Next steps: MTA and project partners will continue community outreach, finalize design exceptions with Caltrans and secure remaining permits prior to mobilization.
