Committee forwards two nurse MOUs to full Board for ratification

Carol Eisen, the Department of Human Resources employee relations director, said both agreements follow the city’s general wage-pattern settlement and include provisions on overtime, compensatory time and grievance procedures. She said employees raised “a lot of concern from the employees about staffing levels in various units, especially in San Francisco General, but also Laguna Honda.”
Eisen told the committee negotiators added “a first ever side letter” that she said “provides for specific guarantees in numerous centers throughout San Francisco General and at Laguna Honda, and provides for an instant arbitration process, if the union believes that we have not met the commitments that are in the letter.” She said those changes have been submitted as technical amendments to the city budget to ensure the positions are incorporated.
The clerk read the agenda items: Item 1 is a memorandum of understanding between the City and County of San Francisco and Service Employees International Union (SEIU) Local 1021 covering staff and per diem nurses, effective July 1, 2019, through June 30, 2022; Item 2 is an ordinance adopting and implementing a memorandum of understanding between the City and County of San Francisco and Teamsters Local 856 for supervising registered nurses, with the same effective dates.
Eisen said the SEIU negotiating committee recommended a yes vote to its membership and that the union’s ratification process “started last week and will end on June” (end date not specified in the record). After brief procedural remarks and no public comment, an unidentified committee member moved to send items 1 and 2 to the full Board of Supervisors with a recommendation as a committee report. Chair Supervisor Gordon Marr said the motion passed “without objection.”
The clerk also noted that items acted on by the committee will appear on the June 18 Board meeting agenda as a committee report unless a prevailing motion states otherwise. The Board will complete the formal ratification process.
