Committee backs grant applications to fund Lombard Street Vision Zero safety and utility upgrades

The Budget & Finance Committee authorized Public Works to apply for, accept and expend state grant funds to support the Lombard Street Vision Zero project, which combines pedestrian and transit curb extensions with sewer and water infrastructure work timed to Caltrans’ planned repaving in 2018.
Rachel Alonzo of San Francisco Public Works said the project’s total cost is about $17 million. Public Works has been awarded $1,854,000 from the Active Transportation Program and is first on a contingency list for an additional $1,946,000; the department also seeks $1,910,000 in State Transportation Improvement Program funds. The department said approving the resolutions will not lock in specific design elements but will allow construction of a Vision Zero project on Lombard before Caltrans repaves the roadway.
The budget analyst summarized the funding tables and recommended retroactive authorization for grant application filings where appropriate. The committee moved to accept the analyst recommendation and to approve the item as amended to allow programming and later detailed design work.
Next steps: Public Works will begin detailed design in 2016 and continue community engagement with Supervisor Farrell’s office and stakeholders; if contingency ATP funds are not awarded, MTA has committed to cover the shortfall through bond proceeds.
