President Aaron Peskin introduced amendments to a zoning measure designed to replace temporary conditional-use authorizations with objective minimum density standards (set at 75% of maximum) in residential mixed (RM), residential commercial (RC), and residential transit-oriented (RTO) districts. Peskin said the changes would curb a trend toward low-density, luxury projects in transit-rich neighborhoods and align with housing-element objectives and state housing law.
The amendments also simplify exemptions for single-family home expansions and cap such expansions at 25% over a decade. Peskin handed proposed amendments to the committee and moved to amend and continue the item one week; the motion passed with Supervisors Peskin and Preston voting aye and Chair Melgar excused. The continuance allows the committee to consider the sponsor’s proposed substantive amendments before the full Board vote.
