Board committee approves grants and resident gift to fund Noe Valley Town Square construction

The Budget and Finance Committee on Dec. 9 approved two resolutions that together fund the next phase of the Noe Valley Town Square project, including a $450,000 gift from local residents and a $567,039 Urban Greening grant from the California Natural Resources Agency.
As project manager Melinda Stockman of the Recreation and Park Department told the committee, the project has completed its concept plan and is “ready to break ground in early January” with an initial remediation contract already prepared. Stockman said the residents’ gift allocates about $100,000 for design and the remaining funds will be used for project-related costs and staff time.
Todd David, who identified himself as president of Residents for Noe Valley Town Square, told supervisors the project was a five‑year, largely uncontroversial community process with broad support from neighborhood residents and merchants.
Clerk Victor Young and department staff noted that one grant agreement listed an effective date in August and another in September; Rec and Park asked and the committee approved an amendment making the agreements retroactive so the department could execute the work and reimburse prior expenditures.
The committee moved to approve both underlying items as amended and took the action without objection. The resolutions will appear on the full Board of Supervisors agenda on Dec. 15 for final adoption.
Funding and next steps: Rec and Park intends to use the Urban Greening grant to cover specific remediation and construction line items and said detailed construction is scheduled to begin in spring following the remediation phase. The department will provide the amended legislation to the clerk as requested by supervisors.
