Committee forwards SFPUC request to accept up to $986,042 in state grant funds for toilet-replacement program

The San Francisco Board of Supervisors Budget & Finance Committee voted to forward to the full Board a resolution that would allow the San Francisco Public Utilities Commission to accept an amended state grant award totaling approximately $986,042 to support a high-efficiency toilet replacement program.
Amanda Doherty, a water conservation administrator with the San Francisco Public Utilities Commission, told the committee the City previously accepted round-one grant funds and is now eligible for an additional $123,042 in unused funds administered through an MOU with the Solano County Water Agency. Doherty said the combined award will be used to reimburse toilet installations and to expand the program's reach.
The PUC said initial outreach targeted utility customers enrolled in the agency’s assistance program via bill notices and direct mail. The agency also partnered with the Mayor’s Office of Housing to reach affordable-housing properties. Doherty said the PUC is continuing the program, has launched a version focused on municipal facilities, and plans a revised direct-install program in 2016 that will be open to all residential and nonresidential customers.
A budget office representative summarized program finances for the committee, saying the total PUC high-efficiency toilet installation program budget is $5,300,000, of which roughly $986,042 is expected to be reimbursed by the state grant and approximately $4.31 million comes from previously appropriated PUC water enterprise operating funds.
A supervisor moved to forward the resolution with a positive recommendation to the full Board; the Chair said the committee would take the motion without objection. The item will appear on the Board of Supervisors agenda on Oct. 20 unless otherwise stated.
The committee did not take public comment on this item during the meeting.
