Supervisors back amended DPH contract with Bayview Hunters Point Foundation after analyst trims request

The San Francisco Board of Supervisors Budget and Finance Committee on Oct. 14 moved forward a resolution to amend a long‑standing Department of Public Health (DPH) contract with Bayview Hunters Point Foundation for community behavioral‑health services.
DPH government affairs manager Kristen Hogan told the committee the resolution authorizes the city to apply contract extensions so services—covering mental health, substance‑use treatment and methadone services—would not be interrupted while the department adapts to changes under the Affordable Care Act and a recent state waiver affecting substance‑abuse service organization. “This is a long standing contract that provides mental health, substance abuse, and within substance abuse, methadone services,” Hogan said.
The amendment as introduced would increase the total contract by about $17,000,000 to $46,465,749. The city budget analyst, Mr. Rose, recommended amending that not‑to‑exceed amount downward by $4,816,043 to a revised cap of $41,000,006.49 after reviewing actual and projected expenditures for the contract period. Rose presented the recommended adjustment and asked the committee to approve the resolution as amended.
Supervisor Tang moved to accept the budget analyst’s recommendation and forward the amended resolution to the full Board with a positive recommendation; the motion was taken without objection. The committee noted no public commenters on the item.
The amendment preserves ongoing behavioral‑health and methadone services while DPH conducts requests for proposals and reorganizes service delivery under evolving reimbursement rules tied to outcomes. DPH staff said they expect multiple RFPs and are sequencing procurements while ensuring continuity of care.
The full Board of Supervisors will consider the amended resolution at its next meeting; the committee vote forwards the item with a positive recommendation.
