Supervisors forward Tourism Improvement District and Moscone Expansion District reports as Moscone Phase 2 opens

San Francisco's Government Audit and Oversight Committee on Sept. 5 reviewed annual reports from the Tourism Improvement District (TID) and the Moscone Expansion District (MED) and moved both items to the full Board with a recommendation for approval.
Lisa Pagan of the Office of Economic and Workforce Development introduced the report and explained that the TID and MED are industry-specific business-improvement districts governed by a nonprofit management corporation that administers services for the tourism sector. "These districts are overseen by a board of directors working with a management corporation," Pagan said in introducing the presentation.
Lynn Faziroli, who led the detailed presentation, summarized years of marketing and capital work tied to the districts. She cited the 2010 Moscone renovation as a $56 million public-private project and described the Moscone expansion's architects and contractors, including Skidmore, Owings & Merrill and Webcor. Faziroli described new visitor services, a capital reserve for Moscone, and use of an incentive fund to attract convention business: "In 15-16 we spent over $2,000,000 in the incentive fund to attract clients," she said.
Committee members asked procedural and community-impact questions. Vice Chair Aaron Peskin asked whether the TID backlog of annual reports now before the committee represented the final outstanding years; Chris (the CBD program manager) confirmed the backlog had been addressed. Chair Jane Kim asked about prior Moscone contributions to Yerba Buena Gardens maintenance now that earlier fees have expired; staff said John Noguchi, the city's director of convention facilities, is following up with the new consortium to determine whether ongoing payments will be made.
Faziroli also told the committee that the Office of Economic and Workforce Development wants the districts' management corporations to post consistent agendas and minutes on their public websites: "That's the one area we want them to improve," she said.
There was no public comment on items 1 and 2. By general assent, the committee agreed to forward the TID and MED annual reports to the full Board for consideration on Sept. 12.
Next steps: the committee forwarded items 1 and 2 to the Board of Supervisors with a recommendation; the Board will consider the reports at its Sept. 12 meeting.
