Committee approves retroactive DPH contract for substance use disorder services worth about $33 million

The Budget and Finance Committee on Feb. 4 approved a retroactive contract allowing the Department of Public Health Behavioral Health Services to receive state funding for substance use disorder services.
The clerk read a resolution authorizing DPH to enter into a multiyear agreement with the State Department of Health Care Services for the term July 1, 2014 through June 30, 2017 for approximately $33,000,000 and authorizing the DPH county administrator to sign and approve amendments under 10 percent of the contracted amount.
The budget analyst, Mr. Rose, told the committee the state will reimburse DPH $11,083,342 for the fiscal year 2014–15 portion of the contract and that state funding for this contract represents about 16 percent of the DPH substance abuse services budget for that fiscal year. DPH staff were present to answer questions and the committee moved the item forward without objection.
Next steps: the committee forwarded the item to the full Board for final approval; DPH will proceed with implementing the contract and managing reimbursements from the State Department of Health Care Services.
