Committee advances emergency elevator contract after questions about delayed notice

The Budget & Finance Committee advanced a resolution on Sept. 9 to approve an emergency public works contract with Connie, Inc. to renovate and upgrade three elevators at the Human Services Agency facility at 170 Otis for a corrected contract maximum of $460,160.
Sung Kim of Public Works said three elevators had experienced repeated service failures, including incidents of passengers trapped inside and doors closing on passengers. Public Works presented two technical corrections to the resolution (a corrected contract amount and removal of language referencing an executed contract). Sung Kim said the contract is being executed but not yet finalized.
Supervisor Katie Tang pressed staff on the timeline, noting the emergency was declared in December 2014 while procurement proposals were requested in April 2014 and the board—s new policy calls for hearing emergency declarations within 60 days. Public Works and a Human Services Agency representative explained the work began earlier and that the project moved through legal and administrative handoffs, acknowledging "it took this long to get before you, which we all agree is way too long." Public Works reported the work was nearly complete and expected to finish by early October.
The budget analyst confirmed the revised not-to-exceed amount and recommended approval of the amended resolution. The committee accepted the technical corrections, the analyst recommendations and forwarded the item to the full Board.
