SFPUC seeks city consent to assign Central Bayside sewer contract to MWH Americas, citing AECOM–URS acquisition

The Budget and Finance Committee on Sept. 23 considered a request by the San Francisco Public Utilities Commission to consent to an assignment of Agreement CS169 (planning and engineering services) to MWH Americas, a change the SFPUC said was prompted by AECOM’s acquisition of URS and a resulting potential conflict.
Manfred Wong, senior project manager for the SFPUC, told the committee the proposed assignment does not change the contract’s $30 million value or its nine‑year duration. The work supports the Central Bayside System Improvement Project (CBSIP), which the SFPUC described as creating redundancy and seismic reliability for the Bayside wastewater collection system. Wong said the channel force main is a 66‑inch diameter, two‑mile pressure pipe built in the 1970s that conveys about 70 percent of the sanitary flow from the north bayside area and has been damaged by earthquakes and construction in the past. The SFPUC said the project may pursue a gravity tunnel to provide an alternative conveyance and address long‑term issues such as regulatory concerns and sea‑level rise.
Committee members had the presentation and asked timing questions; Wong said the project’s completion target is 2022, depending on funding. Following public comment the committee moved to forward the consent‑to‑assignment with a positive recommendation to the full Board.
