Angela Calvillo, Clerk of the Board, presented the department’s proposed budgets and asked the committee for direction on three outstanding items: a general fund request for LAFCO to cover non‑CCA activities, a $55,000 placeholder for outside consultants on ad hoc LAFCO studies, and a proposed 3.25% cost‑of‑living adjustment to the Budget and Legislative Analyst (BLA) contract.
Jason Fried, LAFCO’s executive director (present in the audience), explained LAFCO’s priorities: the Community Choice Aggregation (CCA) project has consumed significant staff time but LAFCO retains capacity for two non‑CCA projects (utility undergrounding and open-source elections studies) and that previous years’ general fund carry‑forward had funded operations. Supervisors asked for clearer processes to solicit non‑CCA requests and for better definition of LAFCO roles to avoid duplication with existing budget analyst work.
Calvillo also outlined a BLA COLA request (3.25% increase) and a history of prior COLA approvals; committee members supported the request in principle but asked that outstanding items be further discussed with all 11 supervisors before final decisions in June.
