Board committee backs $11.23 million MOU to fund Free City College program

The Government Audit & Oversight Committee voted unanimously on Nov. 1 to forward a memorandum of understanding that will provide financial support for the Free City College program to the full Board of Supervisors.
Chair Jane Kim said the MOU completes the local implementation steps for Free City College, which began in August. Deborah Newman of the Budget Legislative Analyst's Office told the committee the two‑year estimated cost of student reimbursements under the MOU is $10,733,009, with a per‑fiscal‑year maximum expenditure of $5,366,952 and a one‑time staffing and infrastructure reimbursement of up to $500,000, for a combined not‑to‑exceed amount of $11,233,904. Newman noted a minor correction to an appendix figure, changing 37,190 to 37,910.
Under the agreement, the city will reimburse San Francisco City College directly for tuition and related stipends rather than paying students up front. Chair Kim and staff clarified that students who are not eligible for the Boggs waiver will be covered via reimbursement to the college after the enrollment drop period; the city also funds a small stipend line item ($250 per semester for full‑time students who qualify under the Boggs waiver; $100 per semester for part‑time eligible students) for books, transportation and related supports.
No members of the public commented on the item at the committee hearing. The committee recorded a positive recommendation to the full Board and took the motion without opposition. The full Board will consider the MOU at its next meeting where final approval and appropriation actions would be required.
