Committee forwards ADU fee waiver and technical fixes to citywide affordable housing fund

The Budget & Finance Committee on June 22 forwarded two housing-related measures to the full Board for consideration.
Director John Ram of the Planning Department described item 7 as a five-year fee waiver to encourage legalization of accessory dwelling units, noting the Planning Commission waived its review because of timing. Sophie Hayward of the Mayor—s Office of Housing and Community Development explained item 8 would correct two technical anomalies: defining the Citywide Affordable Housing Fund in the administrative code (it existed only in the planning code) and clarifying that several fees deposited into the fund are self-appropriating. Hayward emphasized that the draft ordinance does not change allowable expenditures or who administers the revenues; the mayor—s office would continue to administer funds restricted to affordable housing production.
Public comment was minimal and the committee accepted the items and sent them to the July 14 Board meeting as committee reports. The committee adopted the staff—s framing that the changes were clarifying in nature and not policy-altering.
The measures are intended to streamline fee administration and accelerate legalization of secondary units while keeping affordable housing fee revenues restricted to their current purposes.
