Committee amends Central SoMa special-tax-district hearing date, forwards formation and bond items

The Government Audit and Oversight Committee adopted an amendment on Jan. 7 to change the Committee of the Whole hearing date for the proposed Central SoMa special tax district and related bonded indebtedness resolution.
Leese Chen of the Planning Department advised the committee, following the Clerk of the Board's guidance, to change dates in the two resolutions of intention so substantive matters would not be heard at the Board's inaugural meeting. Chen said the first resolution specified Jan. 8, 2019 as the Committee of the Whole hearing date and recommended moving it to Jan. 15. "The recommendation is that that be changed to January 15 the following week," Chen said.
Chair Jane Kim moved to adopt the Clerk-recommended amendment to change the date in both resolutions of intention. The committee adopted the amendment and forwarded items 12 and 13 to the full Board as amended without objection.
The amendments allow the City to schedule the Committee of the Whole hearing for Jan. 15, 2019; staff said the resolutions would permit later transfer of assessment funds to management organizations and set the framework for formation and bonding of the Central SoMa special tax district.
