Committee forwards SFPUC request for $2 million HDR contract increase tied to Harry Tracy plant and Peninsula pipeline work

Dan Wade, director of the Water System Improvement Program for the San Francisco Public Utilities Commission, briefed the committee on the $4.765 billion WSIP and requested a contract amendment increasing HDR Engineering’s construction management agreement by $2 million, bringing the total not-to-exceed amount to $18 million.
Wade summarized program milestones: WSIP was in its 13th year and reported being 85% complete at the end of 2014, had completed 176 of 200 planned shutdowns and placed several critical projects in service, including the Bay Tunnel. He described the Calaveras Dam replacement as the last major challenge (about 65% complete) and said additional construction management support is necessary to meet extended-shift requirements and critical shutdown milestones while maintaining plant operations.
Wade outlined that the amendment would support the Harry Tracy Water Treatment Plant and Peninsula Pipeline seismic upgrades. Budget analyst Mr. Rose said the $2 million would come from savings within other WSIP Peninsula Region projects and recommended approval. Supervisor Marr moved to forward the item with a positive recommendation; the motion carried without objection.
