Supervisors approve technical amendments; debate emergency procurement after Treasure Island mold finds

Public Works asked the committee to approve four emergency contracts and an amendment increasing the aggregate cap from $2.5 million to $2.7 million to reflect a change order. DPW said work already had been contracted with three vendors and that the request included technical corrections. Assistant Deputy Chief Ken Lombardi of the Fire Department described mold complaints and an outside report that recommended immediate vacating of the building; firefighters were temporarily housed in training classrooms and the department said the island cannot be left without a staffed station because it is the only firehouse serving Treasure Island.
Budget and Legislative Analyst Mr. Rose told the committee that mold was discovered nearly a year earlier and questioned the timing of the emergency declaration and whether the work could have been competitively bid. "That is ridiculous," Mr. Rose said of the length of time between discovery and declaration in his professional judgment and recommended a report back on options to limit emergency contract waivers under Administrative Code section 6.6(o). Fire Department and DPW witnesses said the timeline reflected evolving circumstances, procurement guidance and when funds and departmental involvement aligned.
The committee approved taking technical amendments and continued the item for one week so the technical changes and any required reporting language could be processed.
