Committee forwards Mills Act contract for 60–62 Carmelita Street after owners address eviction questions

The Government Audit and Oversight Committee on March 21 forwarded to the full Board a resolution approving a Mills Act historic-property contract between owners Patrick Mooney and Steve Tom and the City and County of San Francisco for 60–62 Carmelita Street.
Tim Frey of the Planning Department told the committee the property is a contributor to the DeBose Park Landmark District and was prioritized for landmark designation as part of the Market Octavia plan. He said the Historic Preservation Commission had approved a rehabilitation and maintenance plan with an amendment removing installation of a garage from the scope of work and that the project sponsor agreed to that exclusion.
Property owners Steve Tom and Patrick Mooney apologized for missing the Nov. 1 committee hearing, said they did not receive timely notice, and described an owner move-in eviction that resulted in a rent-board filing and a later buyout/release executed in February 2016. They said they had worked with neighbors and experts to renovate the building and had letters of support.
Chair Jane Kim and other supervisors stressed sensitivity around eviction issues and requested better notification from staff for future Mills Act items. Sharon Johnson from Supervisor Sheehy’s office spoke in support of the owners. The committee moved the item forward with a positive recommendation to the full Board 'without opposition.'
