Committee advances Discover Polk CBD resolution of intent, receives Noe Valley and Top of Broadway annual reports

The Government Audit and Oversight Committee on May 15 moved to forward a resolution of intent to establish the Discover Polk Property‑Based Community Benefit District (CBD) and took up annual reports for the Noe Valley and Top of Broadway CBDs.
Supervisor Aaron Peskin described a multi‑year neighborhood effort and thanked organizer Suzanne Markel Fox and the Lower Polk Community Benefit District for fiscal sponsorship. Christopher Korgas of the Office of Economic and Workforce Development said the Discover Polk district comprises about 536 parcels with an estimated annual budget of roughly $625,000 (about $604,000 from special assessments). He said the district reached 30.33% weighted support — above the 30% threshold required to initiate an election — and, if the ballot majority favors formation, the Department of Elections will mail ballots on June 8 and count them on July 24.
OEWD project specialist Helen Marr presented the Noe Valley CBD FY2016–17 annual report, noting roughly 218 parcels and an initial assessment budget of about $230,000. OEWD found Noe Valley met two of four benchmarks (assessment revenue and budget vs. actuals) but failed one benchmark (variance between management plan and annual budget) primarily because an unexpected account review cost ($5,000–$7,000) increased administrative expenditures.
OEWD also presented Top of Broadway CBD’s FY2016–17 report: roughly 39 parcels, an initial assessment budget near $106,000, and compliance with the OEWD benchmarks. Top of Broadway said it increased sidewalk cleaning frequency from five to seven days per week and reported district accomplishments including grant‑funded capital improvements and a historical marker project.
Public commenters — parcel owners, fiscal sponsors and steering committee members — voiced support for Discover Polk and the other CBDs. Supervisor Peskin recommended that items 3–5 be sent to the full Board with a positive recommendation; the chair recorded no opposition.
