The Government Audit and Oversight Committee on May 15 voted to forward to the full Board a resolution certifying a contract between the City and County of San Francisco (by and through the Human Services Agency) and Allied Universal Security Services for HSA security services from July 1, 2018 through June 30, 2021 for a total not‑to‑exceed amount of $13,974,576.
Elizabeth Leon (introduced by the chair as Elizabeth Leone), a senior contracts manager with HSA’s office of contract management, told the committee the contract’s base amount is $12,704,160 plus a 10 percent contingency for a total of $13,974,576; roughly 13 percent of the cost is paid by HSA and the remaining portion is recovered from other city departments through work orders. She said Allied Universal was the highest‑scoring bidder in RFP 86602 and that funding will come from a mix of general fund, state and federal sources.
Severin Campbell from the Budget and Legislative Analyst was present to answer questions; the committee recorded no substantive questions. The item was opened for public comment; none was offered. A motion to forward the contract with a positive recommendation was made and the chair noted there was no opposition.
