On June 11 the Government Audit and Oversight Committee forwarded 13 ordinances (agenda items 8'20) that adopt and implement amendments to memoranda of understanding (MOUs) between the city and multiple bargaining units, including police and fire labor agreements.
Mickey Callahan, Director of Human Resources, and employee relations director Carol Eisen said the item package reflects extensive negotiation and, in some cases, arbitration outcomes. Callahan noted the police and fire MOUs were the largest fiscal items and the first comprehensive renegotiations in about 11 years. The presentation noted other MOU changes address AB 119, new employee orientation and routine housekeeping and compensation adjustments across several bargaining units.
Committee members had no questions. The public comment period was opened and none was offered. An unidentified committee member moved to send items 8 through 20 to the full Board with a positive recommendation; Chair Supervisor Jane Kim said the motion carried without objection.
Next steps: the ordinances and associated MOU amendments will go to the Board of Supervisors for consideration on the June 19, 2018 agenda.
