Committee forwards $16.9 million Brilliant Corners contract to help seniors and adults with disabilities remain housed

On June 11 the Government Audit and Oversight Committee voted to forward to the Board of Supervisors a contract with the nonprofit Brilliant Corners to provide scattered-site housing and rental-subsidy administration services for seniors and adults with disabilities from July 1, 2018 through June 30, 2023 in an amount not to exceed $16,916,977.
Carrie Wong of the Department of Aging and Adult Services described the program as funded under the Community Living Fund established by San Francisco Administrative Code section 10112 (Community Living Fund) to support aging-in-place and transitions from institutional settings. Services outlined include rental unit identification and acquisition, subsidy administration, tenant'landlord liaison services, housing retention, habitability inspections and unit modifications for reasonable accommodation.
Committee members pressed staff about the contract size and composition. John Sudhakala, director of contracts for the Human Services Agency, explained that a large portion of the contract covers rent paid on behalf of clients; presenters described an approximate annual cost of $3,075,000 with roughly $2.4 million for rent subsidies and approximately $600,000 for services and administration (about 16 percent). Brilliant Corners staff said the program currently serves about 102 participants and has capacity for roughly 120, noting participant counts can fluctuate with rent changes.
Chair Supervisor Jane Kim raised separate concerns about Section 8 voucher holders who struggle to find landlords willing to accept vouchers; Brilliant Corners staff cited challenges such as poor credit and landlord reluctance and offered to connect department staff for further discussion. The public comment period was opened and none was offered. An unidentified committee member moved the item to the full Board with a positive recommendation; Chair Kim said there was no objection.
Next steps: the contract will be considered by the Board of Supervisors on June 19, 2018.
