Committee approves amendments and sends six local operating subsidy agreements for supportive housing to the full board

Anne Romero of the Mayor’s Office of Housing and Community Development explained LOSP subsidizes the gap between operating costs and rental revenue at developments serving formerly homeless adults, seniors and families. The six items included a mix of new contracts, renewals and replacements for lost federal subsidies (Continuum of Care) across projects including Arrand House (850 Broderick), Parkview Terraces (871 Turk), a Fell Street family development, and Monterey Boulevard Apartments. Romero presented unit counts (the approvals would bring LOSP agreements to 32 total contracts supporting roughly 1,600 units) and per‑unit subsidy ranges the office typically budgets ($8,000–$12,000 per unit per year, with multi‑year averages noted).
Severin Campbell from the Budget and Legislative Analyst recommended clarifying terms, fixing potential overlap between old and new agreements (termination/start dates), and amending resolutions to reflect retroactivity or start dates where appropriate. BLA also recommended directing MOHCD to facilitate applications for federal project‑based vouchers where eligible, which could reduce the local subsidy requirement.
The committee adopted the BLA’s three recommended amendments and moved the six resolutions forward to the full Board with a positive recommendation.
