San Francisco committee backs accepting $50.5 million in HUD funds for housing and community programs

The Government Audit and Oversight Committee on June 11 voted to send to the full Board of Supervisors resolutions authorizing the city to accept and expend federal Department of Housing and Urban Development funds across four programs.
Brian Hsu, introduced as director of community development for the Mayor's Office of Housing and Community Development, told the committee the city is in the fourth year of a five-year HUD funding cycle and requested authority to accept allocations for the Emergency Solutions Grants (ESG), Housing Opportunities for Persons With AIDS (HOPWA), the Community Development Block Grant (CDBG) program and the HOME Investment Partnerships program. Hsu said Congress renewed and slightly increased the CDBG allocation, HOME funding rose slightly, ESG remained about the same and HOPWA decreased somewhat because of a HUD formula change.
The requests in the packet were for the annual allocations that support emergency shelter and homelessness services (ESG), housing and rental subsidy work for people with HIV/AIDS (HOPWA), community development and facility rehab (CDBG), and HOME-funded affordable housing construction. Hsu said the city planned to maintain current grantee funding levels in this funding cycle.
There were no questions from committee members, and the chair opened public comment; none was offered. An unidentified committee member moved to forward items 1 through 4 to the Board with a positive recommendation. Chair Supervisor Jane Kim said the motion carried without opposition.
Next steps: the resolutions will appear on the Board of Supervisors agenda on June 19, 2018 for final action.
