Civil grand jury calls for stronger data, metrics and DPH participation to sustain SFPD’s crisis-intervention program

The civil grand jury’s Crisis Intervention Team (CIT) report flagged growing behavioral-health calls and gaps in operational metrics and data quality for the SFPD–DPH CIT program. Rache Harvey, presenting the report, highlighted the increase in calls to the suicide-prevention hotline (from 28,046 in 2012 to over 49,000 in 2017) and urged the two agencies to adopt standardized performance criteria and improve data sharing.
Commander Anne Mannix (SFPD) described the department’s CIT work: a 40-hour crisis-intervention course, a 10-hour condensed program, an ongoing training schedule and a target to have the entire patrol force trained over time (47% of patrol trained on the 40-hour CIT to date and 95% trained on the 10-hour course). Mannix said the department has begun building a dashboard to track CIT deployments and use-of-force metrics and will work with an academic partner on officer surveys and program evaluation.
Department of Public Health representatives said DPH is participating in CIT working groups, has staff attending regularly and operates comprehensive crisis-response services; DPH reported 4.5 FTE crisis-intervention specialists (goal 5 FTE) and offered cross-coverage through broader crisis teams. Supervisors urged more DPH leadership presence at working-group meetings and asked for data that can support budget requests for expanded services.
The committee filed the grand jury report and requested agencies pursue the jury’s timeline for clarified MOUs and data standards.
