Budget committee advances analyst—s cuts for departments that reached agreement

The San Francisco Board of Supervisors Budget and Finance Committee on Monday moved several departmental budget items toward final approval after multiple department heads told the committee they were in agreement with the Budget Legislative Analyst—s recommendations.
Chair Mark Farrell called departments that had reached agreement with the BLA forward early in the special meeting so their adjustments could be approved without lengthy debate. Representatives from the Assessor-Recorder—s Office, Controller—s Office, Department of Public Health, Human Services Agency, Recreation and Park, the District Attorney—s Office, Public Works, and others each stated they accepted the BLA—s recommended adjustments.
Harvey Rose, the Budget Legislative Analyst, summarized his office—s recommended reductions and prior-year encumbrance closeouts across dozens of departments. He identified line-item reductions and suggested placing certain funds in committee reserve where a program—s spending or policy review was ongoing; for example, the BLA recommended placing $2.4 million in reserve tied to the police body-camera program pending the working group—s review. Rose described his office—s total recommended reductions and noted instances when the mayor—s office had not accepted policy recommendations but agreed to program cuts.
After the departments signaled agreement, Supervisor Katie Tang moved and Supervisor Eric Marr seconded a motion to accept the BLA cuts for the departments listed as in agreement. The motion carried; Supervisor Scott Wiener recorded that he would vote for the package with the exception of cuts to the Health Service System, which he noted as dissenting on the record.
The committee forwarded those items as committee reports to the full Board; Rose and department representatives said supplemental appropriations could be requested if a department later showed a clear need to restore funds. The committee also scheduled additional departments and unresolved items for further consideration the following day.
The committee—s action sends the BLA-recommended adjustments for the cooperating departments to the July Board meeting for final votes.
