Committee recommends accepting $6.3 million state grant for housing‑related parks projects

The San Francisco Budget and Finance Committee on Jan. 21 recommended that the full Board of Supervisors accept and expand a state Housing Related Parks Program grant to finance park and recreation projects tied to affordable housing development. Toni Moran, grant manager for the Recreation and Parks Department, told the committee the award totals $6,325,275 and covers projects programmed from Nov. 17, 2014, through June 30, 2016.
The Housing Related Parks Program is a formula grant administered by the California Department of Housing and Community Development that awards dollars based on the volume of low‑income housing permitted during a defined period; the application the city submitted reflected housing activity from 2010 through 2013. Moran said the city selected projects that would qualify for “bonus dollars” by locating in disadvantaged and park‑deficient communities. Projects named in the presentation include the acquisition of Daggett Park, a temporary “Living Innovation Zone” installation on Market Street, and park projects at Seventeenth & Folsom and Hilltop Park. The Planning Department and the Mayor’s Office of Housing helped prepare the application, Moran said, and the Recreation and Parks Department (RPD) will administer the grant and enter memoranda of understanding with partner agencies.
Chair Mark Farrell congratulated staff on winning the grant and the committee heard no public comment on the item. A motion to forward the item with a recommendation to the full Board was made and taken without objection. The clerk noted items acted upon at the committee will appear on the Board of Supervisors agenda on Jan. 27 unless otherwise stated.
The department and partners will execute implementation agreements and MOUs as required by the state grant; the committee’s action was a recommendation to the Board, which will take final action and approve contracts and project programming. Details on project timelines, MOU partners and the distribution of the grant among listed projects were presented to the committee but final allocations and implementation schedules will be contained in subsequent Board materials and RPD project agreements.
