Committee approves SFPUC emergency repair appropriation with analyst-suggested adjustments

Steve Ritchie, assistant general manager for water at the SFPUC, reviewed the emergency declaration updates originally issued in February and updated in April and October to reflect expanding project needs tied to ongoing drought conditions and Rim Fire impacts. He said these projects should be viewed as long-term sustainability work to preserve the city’s water supply. "The total cost of all emergency work is now estimated at an amount not to exceed $35,000,000," Ritchie testified before the committee.
Budget analyst Harvey Rose reviewed project budgets and recommended technical edits: the combined revised budget for the projects totals approximately $33,000,000 (including contingency), not the $35,000,000 stated in the proposed resolution, and the correct Sentinel Valley repair figure is $9,392,106 rather than $13,000,000 as printed in the draft resolution. Rose recommended amending the resolution and removing a clause that required the PUC to submit final contracts to the clerk within 30 days because the board had previously approved emergency contracts.
SFPUC said it agreed with the corrected dollar-amount wording and would return to the board if costs exceed the amended figure. Committee members supported the budget analyst’s technical amendments and moved the item forward to the full board with the revised not-to-exceed amount of $33,000,000.
Next steps: PUC staff will supply amended legislation to the clerk and the full board for final authorization. The PUC said it will return for additional authority if final costs exceed the amended amount.
