Committee approves $1.3M supplemental appropriation and amended PGA agreement for Harding Park

The Budget & Finance Committee on Wednesday approved a $1.3 million supplemental appropriation to the Recreation and Park Department, to be reimbursed by the PGA Tour, to cover tournament preparation costs at TPC Harding Park and $500,000 to backfill expected revenue loss during course closure for the event.
Phil Ginsberg of the Recreation and Park Department described the public–private partnership with the PGA Tour and listed benefits including site fees, waived management fees, course donations and nearly $1.8 million in charitable contributions to The First Tee. Tom Clark, the event director for the World Golf Championship Match Play, said the tournament will bring international exposure and that players consider Harding Park a premier public course.
Budget analyst Mr. Rose told the committee that projected percentage revenues to RPD from required and optional PGA events total roughly $1,350,981 under the revised Fourth Amendment; the supplemental appropriation will be funded through a reimbursement agreement with the Tour and the city will invoice the Tour within 60 days after the tournament.
The committee accepted the budget analyst’s recommendations and approved the supplemental appropriation and the amended master tournament agreement without objection. Rec & Park clarified that overtime and materials costs are included in the $1.3 million request and explained how reimbursement will be processed.
