Tim Frey, Historic Preservation Officer in the Planning Department, described two complementary approaches: a place-based framework tied to geographic districts and an asset-based framework that can operate citywide to serve communities regardless of location. Frey noted inventories and historic-context statements (examples: Japantown, a Filipino community inventory in SOMA) and recent landmark recommendations (Twin Peaks Tavern, Sam Jordan’s Bar, Marcus Books and others). The Planning Department said it is drafting a cultural-heritage element for the general plan to provide baseline citywide policies.
