Committee forwards HUD funding plan items for consolidated plan to full Board

The Budget and Finance Committee heard a presentation on item 3, a resolution supporting the city's FY 2015–2016 Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) consolidated-plan goals. Bridal Chu of the Mayor’s Office of Housing told the committee the city planned to release a combined request for proposals next week and submit its action plan to HUD in May to fund programs beginning July 1, 2015.
Chu described the city's preliminary funding estimates (based on the prior year’s formula and presented as conservative figures): approximately $616,600,000 in CDBG funds, $1,300,000 in ESG funds and $8,200,000 in HOPWA funds. She cautioned those figures were estimates taken before the most recent federal election and could change: "We're not clear how the new members of Congress are going to look at our programs," Chu said.
Committee members asked for additional historical funding data. In response, Chu said staff would provide a chart going back roughly 15 years showing funding trends. With public comment limited to a short statement and no budget analyst report, a committee member moved the item forward with a positive recommendation and the motion was seconded and taken without objection. The resolution will appear on the Board agenda for action and the Mayor's Office of Housing will proceed with the RFP timeline described.
Next steps: staff to circulate the RFP and provide the historical funding chart to committee members; the Board will consider the resolution on the Nov. 18 agenda.
