Committee backs making DBI awnings amnesty permanent, extends fee waiver to July 2025

The Land Use Committee on July 1 recommended that the full Board make permanent a streamlined permitting program for previously unpermitted awnings and extend a waiver of permit and inspection fees through July 1, 2025.
Department of Building Inspection staff described the program history: DBI received 182 anonymous complaints about illegal awnings between Nov. 1, 2022 and March 15, 2023, created a streamlined permitting pathway and waived relevant fees. A DBI presenter said the effort produced 236 permits since September 2023, with 130 pending inspections and 106 completed; 151 of those permits were initiated without an earlier complaint. "This program helped bring existing unpermitted awnings into code compliance," DBI staff said, and recommended approval of the ordinance to institutionalize the process.
Katie Tang of the Office of Small Business and Planning staff described outreach and interagency coordination, including multi-language outreach and door-to-door follow-up with businesses. Planning staff noted the Planning Commission had unanimously approved the item. There were no public speakers on the item during the committee hearing.
Chair Mirna Melgar moved to send the ordinance as a committee report with a positive recommendation; the motion passed unanimously (3-0). If approved by the full Board, the ordinance would make the streamlined DBI permitting permanent and preserve the fee waiver through July 1, 2025.
