Committee approves performance contract and three-year MHSA integrated plan

The committee approved two linked mental-health items: a retroactive performance contract between Community Behavioral Health Services and the Department of Health Care Services, and adoption of the three-year Mental Health Services Act (MHSA) integrated plan for 2014–2017.
A Department of Public Health representative explained the performance contract combines three funding streams and organizes requirements for performance auditing; the contract is described as a $0 contract because it consolidates funding and reporting obligations rather than creating a single new funding line. The integrated MHSA plan consolidates prior program plans and covers seven service categories including housing, peer support, prevention, early intervention, capital facilities and IT. The presenter said the MHSA budget for 2014–15 is about $30,000,000.
Budget analyst Mr. Rose said state and federal funding streams previously appropriated require Board approval of the performance contract for the city to receive the applicable funds; he reported a prior Board appropriation of $34,374,004.45 for the relevant state and federal funds and recommended approval.
Committee members moved to adopt the amendment of the whole and approve the items; the motions were accepted without objection and the items will proceed to the Board of Supervisors as recommended.
Next steps: The performance contract and integrated plan were advanced by the committee for Board consideration and implementation oversight will follow the performance reporting requirements in the contract.
