Chris Grabarkiewicz, director of security investigations and enforcement at the MTA, told the committee that Andrews International — the intended awardee for the replacement contract — withdrew its bid, the director rejected all bids, and the agency will issue a new RFP. While the RFP process proceeds, MTA requested a six‑month extension of Cyprus’s existing contract to maintain security services.
The budget analyst summarized historical expenditures and wrote that the requested additional $3 million for a six‑month extension appears reasonable; there was no public comment and the committee moved the item forward without objection.
