Mr. Rose of the Controller’s audit staff recommended reducing the contract ceiling and requiring the Board’s sign‑off before the agency exercises options to rehabilitate additional car sets; the committee accepted those recommendations and passed the item as amended by unanimous/no‑objection consent.
