Committee adopts cleanup amendments to Form 700 conflict‑of‑interest code and forwards ordinance

The committee considered an ordinance to amend the City’s campaign and governmental conduct code to update conflict‑of‑interest Form 700 filing requirements for the City, San Francisco Community College District, San Francisco Unified School District and the successor agency. Supervisor London Breed (sponsor) and Deputy City Attorney Andrew Shen said the measure is chiefly clerical and required under state law to update titles and add or remove specific positions.
An Ethics Commission representative explained the commission’s work to expand online filing and public disclosure to roughly 2,700 designated filers; currently more than 500 filers submit electronically, and the proposed change would expand electronic filing and public availability of forms by April 1, 2018. The Ethics Commission and the Department of Human Resources said electronic filing would improve visibility into who is required to file and make the process easier for the public to obtain records.
No members of the public testified on item 1. The committee adopted the sponsor’s technical amendments — including adding certain parking authority members and removing obsolete references — and forwarded the ordinance to the full Board with a committee report for hearing on December 6, 2016.
