Committee approves acceptance of TDA Article 3 funds; $110,000 earmarked for bike-share expansion

The Budget and Finance Subcommittee recommended accepting $881,721 in Transportation Development Act (TDA) Article 3 funds for pedestrian and bicycle projects in fiscal 2014–15.
Rachel Alonzo of the Department of Public Works told the committee the funds come from the Metropolitan Transportation Commission and are being submitted as a joint countywide application between DPW and the transit agency. "The proposed resolution authorizes DPW and the director of transportation of the SFMTA to accept and expend a total of $881,721 in Transportation Development Act... Article III," Alonzo said. She described the split: the transit agency proposes to use $440,860 for engineering, implementation and maintenance of bike facilities (including bike parking and regional bike-share expansion); DPW proposes $220,430 for sidewalk repairs and $220,430 for preliminary engineering and curb-ramp design.
When asked about bike-share specifics, Ariel McGinnis of the transit agency said $110,000 of the transit agency’s allocation will go to bike-share expansion to add an estimated 15 stations and 115 bikes, and that the current plan is to have those expansion stations in place by the end of the calendar year. McGinnis said the Metropolitan Transportation Commission is preparing a request for proposals and may identify a new contractor to operate the system.
Public comment was brief and nonspecific. The committee moved the resolution forward without objection.
Next steps: The resolution will go to the Board of Supervisors for final action; DPW and the transit agency will proceed with engineering and implementation planning and with MTC’s RFP process for contractor selection.
