President Darren Peskin introduced a resolution Nov. 27 directing the City Attorney and the City’s state lobbyist to request that the California Department of Housing and Community Development (HCD) extend the housing‑element implementation deadline, revise and correct its Policy & Practice Review (PPR) letter to respond to San Francisco’s housing element and affirmatively further fair housing (AFFH) obligations, and to work collaboratively with the city rather than imposing a prescriptive timeline.
Multiple public‑interest groups — including Council of Community Housing Organizations and the Race & Equity in All Planning (REP) coalition — supported the resolution, asking HCD to pause its timeline while inaccuracies and substantial equity concerns are addressed. Other speakers opposed the request, saying San Francisco has known about the state’s expectations and should move more quickly to implement prior commitments.
President Peskin asked that his draft amendments be circulated for public review; after public comment the committee voted to amend the resolution and continue it one week so the amended text could be reviewed by the public and returned to the committee with any further changes.
The resolution seeks a constructive, collaborative process with HCD to ensure state findings and city actions align with the housing element and AFFH duties, and to provide the City Attorney an opportunity to request a time extension if necessary.
