At a 10:05 a.m. special meeting called within today’s agenda, the Budget and Finance Subcommittee read and approved four HUD accept‑and‑expend resolutions for federal entitlements covering HOME, HOPWA, Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) programs.
Brian Chu, Director of Community Development for the Mayor’s Office of Housing and Community Development, presented the package and said the proposals reflect the third year of a multi‑year funding cycle with recommendations largely unchanged from prior years. Chu noted reductions in some allocations: the CDBG allocation had fallen roughly 3% year‑over‑year, and HOPWA funds declined by approximately $400,000 across jurisdictions after allocation shares were spread to Marin and San Mateo. The resolutions include reprogrammed or program income dollars to help keep grantees whole within the multi‑year cycle.
Clerk read the four items together: the HOME program entitlement (approximately $4.2 million plus program income), HOPWA (approximately $8.2 million plus ~$650,000 reprogrammed funds), the Emergency Solutions Grant (~$1.4 million), and the CDBG entitlement (approximately $17 million plus ~$3.5 million program income/reprogrammed funds). After no public comment, the committee moved and approved all four items together without objection.
The resolutions authorize the Mayor to apply for, accept and expend the entitlements for the upcoming program year and to manage reprogramming to maintain service continuity for community organizations receiving awards.
