Annette Williams, SFMTA Manager of Accessible Services, said the contract followed an RFP issued in November and an evaluation panel that included people with disabilities, seniors and paratransit experts. The contract provides door‑to‑door transportation for people with disabilities who cannot use fixed‑route Muni and adds mobility‑management activities, an information and referral center, expanded travel training and technology upgrades including a taxi debit card integration with Flywheel and ride scheduling/tracking software for van customers.
Deborah Newman, the Budget and Legislative Analyst, noted the RFP timeline and a December 2015 Board ordinance requiring prevailing wages and worker retention language. Newman reported a five‑year agreement total of approximately $142,000,000.9 and estimated FY16‑17 first‑year costs at about $25.8 million — roughly $2 million (8.6%) above the current fiscal year budget of about $23.7 million — and recommended approval.
Supervisor Bridal asked for bidder and selection‑committee details; Williams said three firms attended the pre‑bid and Transdev was the only firm to submit full proposals for both administrative and service options. There was no public comment on the item, and the committee moved the item to the full Board with recommendation without objection.
The contract will proceed to the full Board for approval and staff said implementation steps would include SFMTA contract execution and coordination with accessible services programs.
