The Government Audit and Oversight Committee met in closed session on April 21 to consider several litigation settlement and unlitigated-claim items and reported its votes in open session afterward.
The clerk read items 4—6 into the record before closed session. Item 4 was a proposed settlement with Lisa Owen against the City and County of San Francisco for $2,250,000. Items 5 and 6 were proposed settlements with Ying Zheng and Chin Li, and with Kai Wan and Junping Wan, respectively, each for $175,000.
Deputy City Attorney Givner reported out of closed session that the committee voted unanimously (3-0) to forward items 4, 5, 6, 8, 9, 11 and 12 to the full Board with a positive recommendation. The committee continued item 7 to the call of the chair and forwarded item 10 to the full Board by a 2-0 vote with Supervisor London Bridal excused. Supervisor Norman Yee made a motion not to disclose the closed-session discussion, which the committee adopted without objection.
Those forwarded settlement items will appear on the full Board agenda for consideration. The committee—s action was procedural: forwarding recommended settlements for Board approval rather than adopting or paying any settlement at committee level.
