Deputy City Attorney Ronald Flynn explained the amendment primarily affects the prevailing wage provision and expands coverage to all public works projects as defined by the state to preserve eligibility for state funds. Supporters of local hire in the public gallery highlighted progress (local hire hours at 34%–36% and apprenticeship hours at 60%) and urged continued collaboration among city departments, labor and community groups. The Trust for Public Land expressed concern that applying prevailing wages could discourage charitable donations for park projects and asked for an exemption study.
The committee accepted the amendment of the whole and agreed to continue the item to the Budget & Finance meeting on May 21 to allow the mayor’s local hiring task force and departments to address implementation questions and charitable donation impacts.
