(LCA) to administer an electronic monitoring and home detention program with case management. The contract proposed not to exceed $2,000,000 for up to five years with options to extend.
Sheriff McCrean described the program as an alternative to incarceration for low‑risk offenders consistent with California Penal Code sections 1203.016 and 1203.018 and emphasized strong case management as key to reducing recidivism and facilitating reentry. The Sheriff presented 2013 data showing 359 participants placed on electronic monitoring — the highest in five years — and reported a 93 percent success rate among those participants.
The presentation covered monitoring technologies (GPS bracelets, home monitoring units, mobile breath testing and continuous alcohol monitoring) and LCA’s status as a certified women‑owned business enterprise and local business enterprise. Committee members accepted the rules and regulations and moved the item forward without objection.
