Committee forwards $1.09 million reallocation to Bayview Gateway and Tulare Park

The Budget & Finance Committee moved to forward an ordinance authorizing the Port of San Francisco to reallocate roughly $1.09 million in surplus proceeds from a 2008 general obligation bond to complete capital improvements at Port parks.
Port representative Nate Cruz said the 2008 bond included $33.5 million for Port Park projects and asked the committee to reappropriate $1.1 million in savings from completed or near-completed projects to two projects with shortfalls: Bayview Gateway and Tulare Park. Cruz said Tulare Park’s budget gap arose after designers discovered a Pacific Gas and/or PUC force main beneath the existing path; providing an ADA-compliant route now requires building a bridge over the creek.
Budget analyst Mr. Rose described the proposed depropriation totaling $1,089,250 from the 2008 Clean and Safe Neighborhood Parks bond and showed line-item savings including $619,006.33 from the Bayfront Park project. Rose said the funds would be reappropriated as approximately $444,625 for Tulare Park and $644,006.25 for Bayview Gateway and recommended approval.
There was no public comment on the item. A motion to approve the ordinance was made, seconded and taken without objection; the committee forwarded the ordinance with recommendation to the full board.
Cruz said the Tulare Park design includes a bridge and landscaping to create ADA access across Islais Creek and described Bayview Gateway’s plan to restore shoreline and provide pedestrian amenities.
